Sayyiduna Abu Hurairah Radiyallahu anhu reported that Rasulullah Sallallahu alayhi wasallam said, “A woman who used to practise tattooing was brought to Umar Radiyallahu anhu. Umar Radiyallahu anhu got up and said, “I beseech you by Allah, which of you heard Rasulullah Sallallahu alayhi wasallam saying something about tattooing?” l got up and said, “0 leader of the Believers! I heard something.” He said, “What did you hear?” I said, “I heard the Rasulullah Sallallahu alayhi wasallam (addressing the ladies), saying, ‘Do not practise tattooing and do not get yourselves tattooed.’” (Sahih Bukhari)

Answer:
Permanent eye makeup is not permissible as it entails tattooing. Rasulullah (Sallallahu Alaihi Wasallam) has cursed the one who has his/her skin tattooed.
It is narrated on the authority of Sayyiduna Abdullah Ibn Mas’ood (Radiallahu Anhu) that he said, “May Allah Ta’ala curse those who tattoo, have (their bodies) tattooed, those who request their eyebrows to be plucked and those who create gaps between their teeth. They are changing what Allah has created. Why should I not curse those whom Nabi (Sallallahu Alaihi Wasallam) has cursed, whilst it has been recorded in the Qur’an?” [Sahih Bukhari]
